Metro supportive housing services taxes went into effect in 2021 and are set to expire in 2030 unless extended by voters. While the revenue stream will fluctuate, the goal was to raise $250 million annually to address homelessness across greater Portland.

How much and who pays?
- 1% on Oregon taxable income above $125,000 for individuals or $200,000 for couples filing jointly (example: line 19 on tax form OR-40)
- A 1% business income tax on net income for businesses with gross receipts above $5 million.
Why do I send payment to the Portland Revenue Division?
Metro has contracted with the City of Portland for revenue collection – even outside of Portland – to save administration costs.

Quarterly Estimated Payment Requirement
Taxpayers owing more than $1,000 annually are required to make estimated tax payments, which can be remitted through the City of Portland’s website.
