Description of facility and application
Best Buy in Town, Inc. submitted an application to Metro to renew its solid waste facility license to operate a yard debris consolidation and transfer facility. The facility’s current license (No. L-065-18A) authorizes Best Buy in Town to:
- Accept and consolidate yard debris for transfer to facilities that produce compost.
- Accept and consolidate wood waste and land-clearing debris for transfer to facilities with industrial boilers that use the recovered wood to generate energy in place of non-renewable fossil fuels.
- Serve as a consolidation and transfer site for yard debris generated in the Oregon Department of Agriculture’s designated Japanese beetle quarantine area.
The facility does not accept food waste and no composting occurs on site. The facility has not proposed any changes to its current operation.
Best Buy in Town has been licensed by Metro since 1998 and has served as a transfer site for yard debris from the Japanese beetle quarantine area since 2020. The property is zoned Industrial (IN) by the City of Hillsboro and the facility’s proposed activities are allowed outright in this zone by the city. The facility also holds a Department of Environmental Quality (DEQ) Solid Waste Disposal Permit.
