Government Auditing Standards require that auditors collectively have the knowledge, skills and experience necessary to complete audit work. Following the example of the U.S. Government Accountability Office, the Metro Auditor hires staff from a variety of backgrounds, not necessarily auditing. Collective experience includes public policy and administration, public accounting, performance measurement, education, urban affairs and planning. Each auditor has an extensive knowledge of auditing methods and techniques, analytical skills, ability to effectively use information technology, and knowledge about government operations and change management.
Metro Auditor Brian Evans first took office in January 2015. He was reelected for a second term beginning January 2019. Auditor Evans brings 12 years of government experience to the office. Prior to his election as the Metro Auditor, Brian was a Principal Management Auditor at Metro and the Senior Economist with Oregon’s Economic and Community Development Department. Earlier in his career, he worked as a case assistant at Stoel Rives and served as an AmeriCorps member working on microfinance programs at Mercy Corps.
Brian holds a Master's degree in Public Affairs and is a Certified Internal Auditor and Certified Government Auditing Professional. He serves on the Executive Committee of the Pacific Northwest Intergovernmental Audit Forum (PNIAF) and on the Education Committee of the Association of Local Government Auditors (ALGA). He has presented at several training events organized by PNIAF and ALGA.
Tracy Evans, Administrative Assistant. Tracy holds a B.S. from Oregon State University and a Human Resource Management Certificate from PSU Executive Development Center. She has experience as an office manager and executive assistant. Tracy joined the office in April 2015.
Angela Owens, Principal Management Auditor, CIA, MPPA, CFE, CAPM. Angela has previous experience conducting performance and compliance audits with the California State Auditor’s Office. Before that, she worked as a research analyst for the Sacramento Regional Research Institute. Angela joined the office in February 2013.
Nicole Pexton, Senior Management Auditor, MPP. Nicole has previous experience conducting performance audits at the Oregon Secretary of State Audits Division. She has also worked as a grant writer in the nonprofit sector and as a consultant for human services clients in multiple states. Nicole joined the office in October 2019.
Simone Rede, Principal Management Auditor, MSPPM, CIA, CGAP. Simone has previous experience conducting performance audits at the Oregon Secretary of State Audits Division. Before that, she conducted research and community outreach to support economic development and access to higher education in the Portland and Pittsburgh metro areas. Simone serves on the Oregon Department of Corrections Audit Governance Committee and the Online Resources Committee of ALGA. She joined the office in February 2015.
Rosalie Roberts, Senior Management Auditor, Ph.D. Rosalie has previous research and assessment experience in higher education. Before that, they taught English, Women’s Studies at community college. They joined the office in October 2021.
