Theo Hathaway Saner
Theo Hathaway Saner (he/him) brings a deep commitment to housing justice and firsthand experience navigating the complexities of Portland’s housing landscape. He currently serves as the Property Management and Resident Services Manager at Portland Community Reinvestment Initiatives (PCRI), where he works at the intersection of affordable housing operations, tenant advocacy, and compliance with LIHTC and Section 8 programs.
In addition to his role at PCRI, Theo serves on several advisory bodies, including the Supportive Housing Services Community Advisory Committee for Multnomah County and the Columbia Lions Club as Community Grants Manager. He also serves on the board of WeShine, a nonprofit developing transitional micro-villages for Portland’s most vulnerable residents, and as Land Use Chair for the Madison South Neighborhood Association.
Theo holds a degree in Community Development from Portland State University, with additional training in real estate development and sustainable urban planning. He also holds a certified appraiser credential from the Oregon Department of Revenue.
He is passionate about equitable policy implementation, transparent governance, and amplifying the voices of renters and frontline communities. Theo brings a collaborative, systems-minded approach to the work of affordable housing.
