Description of facility and application
GreenWay Recycling, LLC submitted an application to Metro to renew its solid waste facility license to operate a material recovery facility that receives and processes mixed dry waste. GreenWay Recycling’s current license (No. L-109-16) authorizes the facility to accept construction and demolition debris which is sorted to recover recyclable materials such as wood, metal, cardboard and concrete.
The facility has not proposed any changes to its current operation. However, the facility is undergoing a major renovation to build an advanced dry-waste recovery system that is projected to increase the facility’s recovery of construction and demolition materials. Metro awarded GreenWay with a $712,500 Investment and Innovation capital grant to support this project.
GreenWay Recycling has been licensed by Metro to perform material recovery since 2007. The property is zoned Heavy Industrial (IH) and the proposed use is allowed outright in this zone by the city of Portland. The facility holds a Department of Environmental Quality (DEQ) Solid Waste Disposal Permit, a DEQ Basic Air Contaminant Discharge Permit and a 1200-Z Industrial Stormwater Discharge Permit.
