Description of facility and application
Metro issued Solid Waste Facility No. L-162-20 to Dean Innovations to operate a yard debris reload facility, which became effective on July 1, 2020, and expires on June 30, 2025. Metro has a longstanding practice of providing public notice and a 30-day comment period for a license renewal application before deciding whether to approve or deny it. However, Metro delayed the public comment period for this license by six months due to the COVID-19 pandemic. Metro is soliciting comments on this application from Oct.1 to 30, 2020, and may amend the license based on new information received during the public comment period.
Dean Innovations is authorized to accept yard debris from public customers which is reloaded to facilities that produce compost and other landscaping materials. The facility is also authorized to accept land clearing debris and woody debris which is grinded and reloaded to a facility that uses the wood for boiler fuel, mulch and paper products. The facility does not accept food waste and no composting will occur. The facility does not accept waste from commercial customers.
Dean Innovations is a locally-owned company that has been in operation for more than 18 years and has operated under a Metro license since September 2014. The facility property is zoned General Employment 2 (EG2) and operation of this facility is allowed in this zone by the city of Portland. Dean Innovations is not required to obtain a solid waste permit from the Oregon Department of Environmental Quality (DEQ).
