The Metro Auditor’s Office released an audit today that analyzed the effectiveness of the Opt In program. Starting three years ago, the Communications Department used online technology to survey citizens on an on-going basis. Participants were invited to join and provide periodic input about Metro’s programs and policies. This audit examined whether the program was managed effectively to meet its goals and objectives. A follow up of a previous audit on public engagement was also completed.
One goal of Opt In was to allow more individuals and diverse groups to provide input. The audit found that the effort had been successful. By October 2013, over 23,000 members had joined. Many of those members were from demographic groups that Metro wanted to hear from. However, the audit found that when compared to Census data, several groups were over-represented and several were under-represented. Additionally, while the number taking surveys had increased, the percentage of the total membership taking the surveys had dropped sharply.
“It was unclear to us, what the exact purpose of Opt In was,” Metro Auditor Suzanne Flynn said. “Some believed its purpose was to replace the need for statistically reliable polling. If so, then more work was needed.” Auditor Flynn stated if the goal was to increase the quantity of input then work was needed to maintain the current level of participation. The audit recommended that the Communications Department clarify the purpose of the Opt In program and weigh its effectiveness against other tools and strategies with a similar purpose.
