In an audit released today, the Office of the Metro Auditor reviewed the management of three high-dollar, multi-year contracts. These contracts were for the operation of Metro’s two solid waste transfer facilities and food and beverage services at the Expo Center, Oregon Convention Center and Center for the Performing Arts. The total value of the three contracts was $130 million.
Auditors selected key requirements from each of the contracts and determined whether the contractors had met them. The results were mixed. At the Solid Waste facilities, recyclables were disposed of properly, preventative maintenance could be improved, and staffing levels were not always as high as they should be. At the three visitor facilities, auditors found that the quality of food and beverage services was high for catering but below standards at concessions.
“Holding a contractor to the terms of the contract is important,” Metro Auditor Suzanne Flynn said. “particularly in contracts that extend over several years.”
Flynn stated auditors selected contract requirements that were determined to be important to operations. For example, inadequate staffing of a transfer station may lead to a decrease in safety or customer service.
