The Metropolitan Transportation Improvement Program is the federally required documentation of transportation investments scheduled for the Portland metropolitan region during a four-year cycle. The MTIP comprises projects and programs administered by Metro, ODOT, TriMet, and SMART. Metro is required to prepare the MTIP document every two years and includes projects selected by Metro to receive regional flexible funds. The MTIP is incorporated without change into the State TIP.More about regional flexible funds
The information available in the MTIP report includes the years in which projects have been programmed to receive funds, the phases funded, and revenue sources. Programming is the process to determine the availability of fund revenues from the many federal funding programs and match them to the funding needs and schedules of selected projects. Most projects receive federal funds over the course of several years for different phases of development: project definition and development, final design and engineering, right-of-way, and construction.
The 2010-2013 funding cycle has been completed. The MTIP policies were updated in March 2008 and a summary report and the full policy report are available for downloading below. A final decision on the list of projects that will receive regional flexible funding was made in March 2009. These and other projects recieving federal funds will be documented in the 2010-13 MTIP document that will be published later this year. The 2008-11 MTIP document was adopted by Metro resolution 07-3825 and incorporated into the state implementation program document. The MTIP is available for downloading below and current programming of funds and projects is available in the State Transportation Improvement Program. Visit the state web site
The 2007 Air Quality Conformity report for the 2008-11 MTIP was adopted by JPACT and the Metro Council and approved by the USDOT on Jan. 16, 2008.

Obligation reports detail how projects eligible for federal funds in the MTIP established contracts with the USDOT to receive reimbursement of eligible project expenses incurred by the agency managing the project. Obligation reports are available for the last five years below.
The 2009 project obligation report is now available for downloading below. This report documents the projects receiving obligations in 2009, making it possible for agencies to receive reimbursement for eligible expenses incurred on their projects.
