Metro is working with the City of Lake Oswego and the Housing Authority of Clackamas County to bring new affordable housing to the Lake Grove neighborhood of Lake Oswego. The 1.4 acre site, located at the intersection of Boone's Ferry Road and West Sunset Drive, is under contract to be purchased from the City by Metro's affordable housing site acquisition program. The site is expected to have capacity for approximately 50 new affordable apartments with a range of sizes from studios to three- and four-bedrooms. Apartments will be affordable to households with incomes of 60% area median income or less, with almost half the homes affordable to those earning 30% AMI or less.
An RFP will be issued in early 2023. Metro, the Housing Authority and the City are working together on engagement to inform developer selection.
To help choose the best developer for this new affordable housing, Metro, in consultation with the City of Lake Oswego and the Housing Authority of Clackamas County, has appointed a workgroup made up of neighbors and community members with experiences similar to those who will live in this housing (people who have been houseless, people on fixed incomes or with lower wage jobs, people with disabilities, people of color, immigrants and refugees, and others). The group will focus on how this new housing can best serve people who will live there, as well as ways the housing can be a positive presence in the neighborhood and how people can welcome and integrate new neighbors. This process will not address design of the site or building. Community input will be gathered later, by the developer, on these elements.
The group will meet 5-6 times to develop a statement of community values. This statement will be included in the funding solicitation, for developers to respond to in their proposals. Developer selection will in part be informed by how well each proposal expresses these community values.
Members of the public may observe workgroup meetings. Meetings are every other Tuesday from 11 a.m. to 1 p.m., beginning August 23. Notes and recordings will also be shared on this webpage after each meeting.
The statement of community values, and a community engagement report, will also be shared on this page at the conclusion of the project, around November 2022.
There will also be a separate meeting to address neighborhood questions, concerns and ideas regarding this new housing. This will occur in October and will be coordinated with the Lake Forest, Lake Grove and Waluga neighborhood associations. City and County staff will be present to hear input and respond to questions.
