Metro held a 30-day public comment period on the Environmentally Conscious Recycling solid waste facility license renewal application from April 13 to May 12, 2023. Metro received five comments during the comment period. On June 16, 2023, Metro issued a solid waste facility license to Environmentally Conscious Recycling. The term of the license began on July 1, 2023 and will expire on June 30, 2028. The license and staff report are now available

Description of facility and application
Environmentally Conscious Recycling, Inc. (ECR) submitted an application to Metro to renew its solid waste facility license to operate a material recovery facility that receives and processes mixed dry waste including construction and demolition debris. The facility’s current license (No. L-003-18) authorizes ECR to accept mixed dry waste which is sorted to recover recyclable materials such as wood, metal, cardboard and concrete. The facility also accepts wood waste for processing and transfer to facilities with industrial boilers that use the wood to generate energy in place of non-renewable fossil fuels. The facility has not proposed any changes to its current operation.
ECR has been licensed by Metro since 1986. The property is zoned Commercial Employment (CE) by the City of Portland. The city issued a conditional use permit to ECR for facility operations in this zone. The facility also holds a Department of Environmental Quality (DEQ) Solid Waste Disposal Permit.
A copy of the license renewal application can be downloaded via the link below. If approved, the renewed solid waste facility license would take effect on July 1, 2023 and remain in effect for five years. Metro will respond to comments received during the public notice period in a staff report, which will be posted to this webpage when available.
