Council Creek Regional Trail master plan

Development of a master plan is underway for the 15-mile Council Creek Regional Trail which will link communities in Hillsboro, Cornelius, Forest Grove, Banks and Washington County and offer a safe, comfortable and enjoyable walking and bicycling route.

Washington County, the cities of Hillsboro, Forest Grove and Cornelius, ODOT and Metro are collaborating to identify the best route for a regional walking and bicycling trail that will connect the last MAX station in Hillsboro to the Banks-Vernonia State Trail and communities in Cornelius and Forest Grove.

The Council Creek Regional Trail

Imagine a 15-mile trail linking the communities of Hillsboro, Cornelius, Forest Grove, and Banks and serving as a primary transportation and recreational facility for bicycle and pedestrian travel. When completed the trail will provide connections to jobs, schools, transit, recreation opportunities and nature.

The concept of the Council Creek Regional Trail has been a part of city and regional plans for many years. Now, with a regional flexible fund grant from Metro, the city of Forest Grove, in partnership with Cornelius, Hillsboro, Banks and Washington County, is leading a project to identify the preferred route for the trail and develop a master plan.

The planning process for the Council Creek Regional Trail is currently underway. The completed Master Plan will guide development of the trail. 

Project information

An extensive existing conditions review of the Council Creek Regional Trail planning area has been finalized. The existing conditions report provides detailed data and information that will help guide the identification of alternative routes to be considered.
