This committee provides technical input to the Joint Policy Advisory Committee on Transportation on transportation planning and funding priorities for the Portland metropolitan area.
While the Joint Policy Advisory Committee on Transportation provides a forum for recommendations on transportation issues at the policy level, the Transportation Policy Alternatives Committee provides input from the technical level.
TPAC's 21 members consist of technical staff from the same governments and agencies as JPACT, plus a representative from the Southwest Washington Regional Transportation Council and six community members appointed by the Metro Council. In addition, the Federal Highway Administration and C-TRAN have appointed an associate non-voting member to the committee.

With the Metro Council adoption of the 2012-2017 Regional Travel Options Strategic Plan, a number of changes to the RTO program were implemented.
Through the strategic planning process, a number of improvements were recommended to better address how policy and program funding decisions are made. In response to those recommendations, policy and funding choices to guide the 2013-2015 RTO and Transportation System Management and Operations grant programs will now be discussed at TPAC. TPAC will receive input via an ad-hoc working group comprised of TPAC members, RTO and TransPort partners, and other interested parties.
In addition to grant program options, the working group will address other policy and program issues. As part of their work in summer 2012, the working group will discuss options related to better integration of the region’s system management (TSMO) and demand management (RTO) strategies.
