Metro staff will hold a public hearing on the draft administrative rules for the regional service standard. This standard sets the base level of service for all government recycling collection programs in greater Portland. A new chapter of Metro Code was recently adopted, Chapter 5.15, by Metro Council in December 2020.
The proposed administrative rules support the implementation of Metro Code Chapter 5.15 and in addition to other service standard details, aim to reduce barriers to recycling for those living in multifamily housing. These improvements include per unit service levels and standardized bin colors and signage.
Metro is considering updates to its service standards to improve garbage and recycling service. These updates relate to two areas:
1. Updates to align Metro’s administrative rules with the implementation of the statewide Recycling Modernization Act
2. Clarifying administrative rules specific to multifamily bulky waste collection services. Metro staff will hold a public hearing on the draft administrative rules for the regional service standard.
Updates are needed to ensure Metro’s rules align with the state’s Recycling Modernization Act, which standardizes recycling programs across Oregon including the list of materials collected at the curb for recycling. Additionally, new rules will set clear expectations for collection of large items like furniture and appliances, referred to as bulky waste, improving access and consistency across jurisdictions.
