Regional long-term rent assistance
Regional long-term rent assistance is a key part of the supportive housing services measure approved by the region's voters in May 2020. The program will build on a pilot in Multnomah County, and other best practices in long-term rent assistance, to create one region-wide program administered at the local level. Long-term rent assistance is a critical tool to ensure housing stability in supportive housing placements for households who experience long-term homelessness and others who experience or are at risk of homelessness. Achieving one consistent regional structure for long-term rent assistance will ensure better access and participation for tenants and landlords alike.
The program will provide long-term rent assistance for people who need permanent and flexible supportive housing as well as households with extremely low incomes who need stable housing options to end and prevent homelessness. The program will work as both a tenant-based subsidy that increases housing choice for households to find housing on the open market, and a project-based subsidy that helps households who need on-site supportive services in the building.
