Description of facility and application
Recology, Foster Road Recovery Facility (FRRF) operates a yard debris and wood waste reload facility in SE Portland. FRRF’s license will expire on June 30, and it has submitted a complete application to Metro for a license renewal. FRRF is currently authorized to operate as a Material Recovery Facility, however, since Recology has not performed any material recovery activities at the Foster Road site for an extended period of time, Metro will not include authorization to accept and process mixed non-putrescible waste as part of this license renewal.
FRRF is owned and operated by Recology, Inc., a waste management company headquartered in San Francisco, California. FRRF, which was formerly known as Pacific Land Clearing and Recycling Center, has operated under a Metro license since 2001. In August 2008, the Metro-licensed facility was owned and operated by Pacific Land Clearing Co., Inc. In November 2009, Recology acquired ownership of the facility and Metro amended the license to reflect the change.
According the the city of Portland, the proposed use is allowed.
