August 15, 2019 update
On August 13, 2019, Metro issued a new franchise and amended non-system license to City of Roses Disposal & Recycling (COR Transfer Station) authorizing it to accept up to fifteen-thousand tons of putrescible waste in calendar year 2019 and transport it to Wasco County Landfill. May 23, 2019 update
On May 16, 2019, the Metro Council approved a solid waste franchise to City of Roses Disposal and Recycling. The franchise will become effective on August 14, 2019. The staff report and response to public comment can be downloaded from the links below.
April 20, 2019 update
More than 50 people attended a community meeting at Shaver Elementary School on April 9 to learn about City of Roses application for a new Metro solid waste franchise to receive garbage generated within the Metro region for reloading and transport to a landfill for disposal.
Questions raised by audience members mirrored those received during the preceding public comment period, and included concerns about:
• Potential traffic impacts from additional garbage hauling
• Odors and their potential impacts on human health and livability
• Negative impacts to the surrounding environment
Representatives from Metro and the Oregon Department of Environmental Quality (DEQ) answered questions and described the requirements and information each public agency considers when evaluating solid waste facility applications.

March 1, 2019 update
Metro and Oregon Department of Environmental Quality are hosting a community conversation and public hearing regarding COR Transfer's application to become a transfer station and accept garbage at its facility for consolidation and transport to a landfill. The event will take place on Tuesday, April 9, 2019 from 6-8 p.m. at Shaver Elementary School, located at 3701 NE 131st Place in Portland. Description of facility and application
COR Transfer Station submitted an application for a new Metro solid waste franchise to receive putrescible (wet) solid waste and non-recoverable mixed non-putrescible (dry) waste generated within the Metro region to transport to Wasco County Landfill for disposal.
COR Transfer is a locally owned and operated subsidiary of City of Roses Disposal and Recycling, a material recovery facility which accepts and processes mixed dry waste, primarily construction debris, to recover and recycle marketable materials. City of Roses is relocating its material recovery operations from 5726 NE 109th Ave. to 4530 NE 138th Ave. In addition to performing material recovery for dry waste, it seeks authority to accept mixed putrescible waste for consolidation at 4530 NE 138th for transport and disposal at Wasco County Landfill.
From 2005-2010 this location held a Metro transfer station franchise for a collective of independent garbage haulers known as Columbia Environmental/Oregon Recycling Systems. This franchised transfer station was never operated.
