In May 2020, voters approved Measure 26-210 to help end homelessness across greater Portland. The measure included two separate taxes:

a 1% marginal personal income tax on taxable income above $125,000 for individuals and $200,000 for those filing jointly
a 1% business income tax on net income for businesses with gross receipts above $5 million.

Metro works with the City of Portland to collect these taxes, even outside of Portland. Taxes are owed beginning with the 2021 tax year and will expire after ten years unless renewed by voters.

Forms and instructions for the Supportive Housing Services tax were developed by the City of Portland in conjunction with state and federal authorities and are available on the Portland Revenue Bureau's website.
