The Smith and Bybee Wetlands Advisory Committee maintains the vision established by the 1990 natural resource management plan and the 2012 comprehensive natural resource management plan (CNRP) for the Smith and Bybee Wetlands Natural Area. The CNRP replaced the original natural resources plan approved in 1990, taking into account 20 years of changes in zoning regulations, development standards and a streamlined permit review process. The Smith and Bybee Wetlands Advisory committee provides guidance, partnership and assistance on implementing the CNRP. The committee typically meets on a quarterly basis, but may decide additional meetings are necessary.
Committee members and activities
The Smith and Bybee Wetlands Advisory Committee provides diverse stakeholder perspectives to advise Metro on caring for the Smith and Bybee Wetlands Natural Area. They provide advice to Metro regarding multiple aspects of the natural area, including restoration activities and goals as they relate to the CNRP, land use/planning actions that may have an effect on the natural area, and annual budget recommendations for the Smith and Bybee Wetlands Fund. This fund was established as a dedicated endowment fund for development and management of the Smith and Bybee Wetlands Natural Area as required by the Smith and Bybee Wetlands CNRP.
The committee includes representatives from City of Portland, Metro, Port of Portland, Oregon Department of Fish and Wildlife and community organizations. Businesses, private landowners and stakeholders with recreational interests are also represented.
Criteria for the selection of community member and community organization representatives include:
- Membership or employment in one of the related organizations mentioned above
- Commitment to attend meetings and actively participate in related follow-up work
- Passion for some aspect of the committee’s work.
