July 1, 2022 update
Metro held a 30-day public comment period on Allwood Recyclers’ solid waste facility license renewal application from April 15 to May 15, 2022. Metro received two comments during the comment period. On June 16, 2022, Metro issued a solid waste facility license to Allwood Recyclers. The term of the license will begin on July 1, 2022 and expire on June 30, 2027. Description of facility and application
Allwood Recyclers, Inc. submitted an application to Metro to renew its solid waste facility license to operate a facility that receives and processes yard debris for creating compost. The facility is also authorized to receive and process source-separated wood waste for delivery to facilities with industrial boilers that use the recovered wood to generate energy in place of non-renewable fossil fuels. The facility operates a public yard at 22800 NE Marine Drive where yard debris is received from the public, and a compost facility at 23001 NE Marine Drive. The facility does not accept food waste. The facility has not proposed any changes to its current operation.
Allwood Recyclers has operated as a Metro-licensed yard debris composting facility since 1998. Both properties covered by the license are zoned General Industrial (GI) and the proposed use is conditionally allowed in this zone by the city of Fairview. The facility holds a Department of Environmental Quality (DEQ) Solid Waste Disposal Permit and a 1200-Z Industrial Stormwater Discharge Permit.
