Life jackets save lives. That's why every summer, Metro has distributed hundreds of free ones at community events around the region – just part of its effort to promote water safety.
Metro announces 2024 Community Placemaking grantees

In its eighth cycle, Metro’s Community Placemaking program awards 10 community-led creative projects more than $200,000. The program continues to support equity-centered arts and culture-based efforts that strengthen community and foster connections to different neighborhoods across the greater Portland region.

Biography

Duncan Hwang (he, him, his) serves as the Metro Council Deputy President and represents District 6. As a transportation and community development advocate, Duncan also co-chairs the 82nd Avenue Steering Committee, represents Metro Council on the Transit-Oriented Development Committee and Committee on Racial Equity, and helps select awardees for Community Placemaking Grants.

For the past ten years, Duncan has worked as an advocate for affordable housing and safe transportation for Asian American communities and people living or working near 82nd Avenue. With input from community members, he led the development of the Jade International Night Market and the Orchards of 82nd Avenue, a mixed use building that includes 48 units of affordable housing alongside community space.

Duncan is excited to play a part in Metro’s unique role bringing governments and residents together to solve problems by centering the voices of those who are often left out of government conversations. His advocacy for community development and engagement can be traced back to his upbringing in an immigrant family in Michigan, where his mother opened the area’s first Chinese restaurant. He went on to work as a corporate attorney and on civic and environment campaigns before returning to the Portland region to focus on building an equitable community.
