Government Auditing Standards require that auditors collectively have the knowledge, skills and experience necessary to complete audit work. Following the example of the U.S. Government Accountability Office, the Metro Auditor hires staff from a variety of backgrounds, not necessarily auditing. Collective experience includes public policy and administration, public accounting, performance measurement, education, urban affairs and planning. Each auditor has an extensive knowledge of auditing methods and techniques, analytical skills, ability to effectively use information technology, and knowledge about government operations and change management.
Metro Auditor Brian Evans first took office in January 2015. He was reelected in May 2022 for a third term beginning January 2023. Auditor Evans brings 17 years of government experience to the office. Prior to his election as the Metro Auditor, Brian was a Principal Management Auditor at Metro and the Senior Economist with Oregon’s Economic and Community Development Department. Earlier in his career, he worked as a case assistant at Stoel Rives and served as an AmeriCorps member working on microfinance programs at Mercy Corps.
Brian holds a Master's degree in Public Affairs and is a Certified Internal Auditor and Certified Government Auditing Professional. He serves on the Executive Committee of the Pacific Northwest Intergovernmental Audit Forum (PNIAF) and on the Education Committee of the Association of Local Government Auditors (ALGA). He has presented at several training events organized by PNIAF and ALGA.
David Beller, Senior Management Auditor. David has worked in the fields of public policy, business management, nonprofit leadership and consulting, including positions of executive director and program officer. He holds a Master’s degree in Public Policy from the Goldman School at UC Berkeley. His work has focused on developing urban green spaces in partnership with refugee communities and local government, in addition to creating environmental education programs at public schools with predominantly low-income families in East Portland. David joined the office in June 2022.
Tracy Evans, Administrative Assistant. Tracy holds a B.S. from Oregon State University and a Human Resource Management Certificate from PSU Executive Development Center. She has experience as an office manager and executive assistant. Tracy joined the office in April 2015.
Maggie Muldrew, Senior Management Auditor. Maggie has previous experience conducting tax and compliance audits with the state of Oregon. She holds a bachelor's degree in Business Administration and a minor in Human Resources Management from Warner Pacific University. Maggie joined the office in January 2023.
Angela Owens, Principal Management Auditor, CIA, MPPA, CFE, CAPM. Angela has previous experience conducting performance and compliance audits with the California State Auditor’s Office. Before that, she worked as a research analyst for the Sacramento Regional Research Institute. Angela joined the office in February 2013.
Annie Price, Hatfield Resident Fellow. Annie has worked in transportation and hazard mitigation programming before most recently managing projects in economic policy and program evaluation with the Institute for Policy Research and Engagement at the University of Oregon. She earned her BA in Public Policy Analysis from Pomona College and a Masters in Community and Regional Planning from University of Oregon. Annie joined the office in August 2024.
Gabby Poccia, Hatfield Resident Fellow. Gabby recently graduated from Oregon State University with a master’s degree in Public Policy. Originally from San Francisco, she studied urban planning, which sparked a deep passion for supporting equitable and sustainable urban environments. Gabby’s experiences in San Francisco laid the foundation for her commitment to making a positive impact on communities and developing fair and just policy. Gabby joined the office in July 2024.
Paoa Wandke, Senior Management Auditor. Paoa's most recent experience is in program evaluation, research design, and social impact assessment. He holds a Master's of Business Administration in Sustainable Business Management from the University of Oregon. Paoa joined the office in January 2023.
