The Regional Transportation Plan includes a vision, goals and policies that guide investments in the transportation system. The plan also includes a list of projects that transportation agencies in the region have identified for the next 25 years. Research, input from the public, and several advisory committees will inform the policies and the project priorities. The Metro Council will make decisions and ultimately adopt the final plan.
Public input
Over the last several years, Metro and its partners have heard from thousands of community members and decision-makers about their transportation priorities. In developing the 2023 Regional Transportation Plan, Metro will carry forward and build upon this input, working with agency partners, community members, community-based organizations and business groups.
Updating the plan creates an opportunity for the region to come together to address these key questions:
- What do we need most from our transportation system–now and in the future?
- How do we pay for new projects while taking care of our existing roads, bridges, bikeways, sidewalks and transit services?
- How should we measure progress toward our climate, safety, equity and mobility goals?
There are several opportunities to provide input before the Metro Council adopts the plan at the end of 2023.
Decisions
The update of the plan relies on Metro’s role as the federally designated Metropolitan Planning Organization (MPO) for the Portland metropolitan region.
The decision-making framework that supports the MPO includes the Metro Council and five advisory committees, which all have varying levels of responsibility throughout the process. The committees review the plan, provide input and make recommendations on the development of the 2023 plan. Integral to this process are timely opportunities for partners and the public to provide meaningful input to the Metro Council and to the technical and policy advisory committees prior to key decision milestones.
