Elisa Dozono is a fourth-generation Portlander and a partner at Miller Nash law firm. She received her bachelor’s degree in journalism from Boston University’s College of Communications before earning her law degree from Lewis & Clark in Portland. Dozono has served as corporate media manager for the Port of Portland, communications director for former Portland Mayor Vera Katz, and media relations director for Oregon Governor John Kitzhaber. She has also worked as a news producer for KATU and is a columnist for the Asian Reporter.
Vice Chair, representing Metro
Karis Stoudamire-Phillips, a Portland native, supervises corporate responsibility and community relations at Moda Health. Previously, she administered the Damon Stoudamire, Inc., Foundation for ten years, and has worked for Legacy Health Systems Foundation, the American Red Cross, Pacific Northwest Regional Blood Services and Allergy Associates Research Center. She has served on numerous boards, including those of the YWCA and Schoolhouse Supplies. Stoudamire-Phillips is also a member of several community organizations, including the Portland Development Commission’s Neighborhood Economic Development Leadership Group.
Secretary-Treasurer, representing Metro
As a Senior Vice President at Ferguson Wellman, Deidra Krys-Rusoff is a portfolio manager and a member of the firm's fixed income team. She also serves as the firm's lead for clients regarding municipal bond strategies. Prior to joining Ferguson Wellman, she spent 15 years at US Bancorp. She has served as Chair of the Oregon Zoo Bond Citizens' Oversight Committee, is a member of Metro's Investment Advisory Board and is also an active member of the Columbia-Willamette YMCA Childcare Volunteer Board. Krys-Rusoff, a native of Idaho, earned her B.A. in Zoology from the College of Idaho.
Representing Washington County
Terry Goldman, general manager of the DoubleTree by Hilton Portland, has two decades of tourism and hospitality experience, working in hotel sales, marketing and management. He is a past board member, president and CEO of the Washington County Visitors’ Association. He attended Pacific Lutheran University and is a graduate of Washington State University, where he earned a Bachelor of Arts degree in Hotel Restaurant Administration.
Representing Clackamas County
Judie Hammerstad’s 30-year career in elected office began as a member and chair of the Lake Oswego School Board. She has served in the Oregon State House of Representatives and was elected to two terms each as Clackamas County commissioner and later as mayor of Lake Oswego. She is founder and former chair of the Community Streetcar Coalition and currently serves on the Marylhurst University Board of Trustees. A native Oregonian, Hammerstad attended the University of Oregon and holds a bachelor’s degree in History.
Native Portlander Ray Leary is active in real estate and community development as a principal officer of ERL, LLC. He co-owns Leary & Associates, providing consulting services for diversity training and organizational development. Leary previously worked as an executive assistant to the president and CEO of Adidas America before becoming the project manager for Adidas’ first full-line retail store in Portland. He also served as the Urban League of Portland’s interim president and as director of development.
Damien Hall is an attorney with the firm of Ball Janik LLP, where he is the real estate and land use practice group leader. He serves on the Board of Commissioners for Home Forward, the Board of Directors for Portland Community Reinvestment Initiatives, Inc. (PCRI), and the CareOregon Board of Directors. He is a member of the Portland Development Commission’s (PDC) Central City Budget Advisory Committee and member of the Young Leaders Group of the Urban Land Institute (ULI) of Oregon and SW Washington, the Oregon Chapter of the National Association of Industrial and Office Properties (NAIOP) and NAIOP’s Developing Leaders Committee. Hall received a Bachelor of Science degree in Public Policy, PLanning and Management from the University of Southern California and earned his law degree from the Northwestern School of Law at Lewis & Clark College.
