Metro's chief operating officer is responsible for a workforce of more than 1,600 and the integrated management of public services and economic development assets that benefit the Portland metropolitan area through Metro's regional governance.
Selected after an exhaustive national search, local civic leader and Clackamas County native Michael Jordan became Metro’s first chief operating officer in March 2003. As Metro’s COO, he is responsible for a workforce of 1,600 and the integrated management of public services and economic development assets that benefit the Portland metropolitan area through Metro’s regional governance. Public assets in Jordan’s portfolio include solid waste and recycling systems, transportation and growth planning processes, cultural and recreation facilities and an urban greenspace and park system.
Prior to his arrival at Metro, Jordan was serving as a Clackamas County commissioner, a seat to which he was appointed and subsequently elected. As one of three commissioners, he was responsible for oversight of a $400 million budget and a government workforce with approximately 2,000 employees in a county of 350,000 residents. Jordan honed his public administration expertise as the city administrator for Canby, where for more than 10 years he was responsible for managing all aspects of city operations.
Before entering public service, Jordan worked for 11 years at Pacific Power and Light managing retail water distribution systems and construction project management for electricity transmission delivery systems across three states.
Jordan attended the graduate program for public administration at Lewis and Clark College, holds a BS from Portland State University, and attended the University of Oregon on a baseball scholarship from 1974 to 1978. In 2009, he completed a Certificate of Sustainability Leadership at the University of Oregon.
Jordan has served in numerous volunteer leadership capacities in the region and around the state including Canby City Council, where he chaired the budget committee; Clackamas County Library Network Intergovernmental Board, chair; League of Oregon Cities Board of Directors; Clackamas County Charter Review Committee; Clackamas County Commission on Children and Families; Clackamas County Economic Development Committee; Institute of Portland Metropolitan Studies Board of Directors; Livable Oregon Board; Luke Center Board of Directors; Mount Hood Economic Alliance; Oregon Community Development Forum; Oregon Downtown Development Association Board of Directors; Oregon Progress Board Chair; Oregon Solution Network; Willamette Valley Alternative Futures Study; SOLV Board of Directors and United Way of the Columbia/Willamette Board of Directors.
