The boundary of the North Portland enhancement grant target area is the area between the Willamette River and Columbia Channel, and I-5 to the Fremont Bridge. Neighborhoods include Arbor Lodge, Cathedral Park, Kenton, Overlook, Portsmouth, St. Johns and University Park.
