Metro’s First Opportunity Target Area program applies to applicants for positions at the three venues under management by the Metro Exposition and Recreation Commission – the Oregon Convention Center, Portland Center for the Performing Arts and Portland Expo Center.
Established in 1989, the FOTA program was intended to ensure that economically disadvantaged residents within the defined geographical area proximate to the Oregon Convention Center be offered the first opportunity to apply for employment at the OCC. Later, the commission expanded and applied the FOTA program to Expo and PCPA.
Applicants must meet the qualifying annual household income limit for the past 12 months of less than $25,000 as an individual, or $40,000 for an entire household and reside within the target boundaries in order to apply for FOTA job opportunities.
