Performance measures, funding framework and scenarios development for state component
January - May 2008

  • Conduct additional research to refine policies and strategies.
  • Develop and refine performance measures.
  • Develop funding framework.

Scenarios analysis and policy refinements
June - November 2008

  • Develop transportation scenarios and evaluate the effect of different transportation policy choices on travel behavior and development patterns.

System analysis and funding strategy development
December 2008 - July 2009

  • Analyze different investment packages with different funding levels.
  • Develop a strategy for funding the state component of the RTP.
  • Develop a recommended package of transportation investments that is most likely to achieve desired outcomes.

Public review and acceptance of new RTP policies, project list and funding strategies
September - December 2009

  • Release draft of refined RTP policies, project list and funding strategies for 30-day public comment period prior to a recommendation from the Metro Policy Advisory Committee, and consideration of "acceptance" by the Joint Policy Advisory Committee on Transportation and the Metro Council.

Public review and adoption process for final 2035 RTP - state and federal components
March - June 2010

  • Release draft of a final 2035 RTP for a 45-day public comment period and public hearings. 
  • Recommendation from MPAC, consideration for approval by JPACT and consideration for adoption by the Metro Council. This final RTP is considered a land use action to be adopted by ordinance.
