The administrative procedures and performance standards adopted herein are intended to protect and preserve the health, safety and welfare of the District’s residents; to protect and preserve the local environmental, to implement cooperatively with federal, state and local agencies the Regional Solid Waste Management Plan; to provide a coordinated regional disposal and resource recovery program and a solid waste management plan to benefit all citizens of the District; and to reduce the volume of solid waste disposal through source reduction, recycling, reuse and resource recovery.
Metro code Title V Solid Waste
Metro Code Title V Solid Waste includes the authority to regulate solid waste generated and disposed of within the district, and all solid waste facilities located within the district. The code contains these chapters:

- Chapter 5.02 – Disposal Charges and User Fees
- Chapter 5.05 – Solid Waste Flow Control
- Chapter 5.09 – Illegal Dumping
