Regional Framework Plan

Learn about the regional framework plan which unites all of Metro's adopted land use planning policies and requirements into one document.

In 1992, the region's voters adopted a Metro charter giving Metro jurisdiction over matters of metropolitan concern and requiring the adoption of a Regional Framework Plan. The charter directs Metro to address the following subjects in the plan:

1. regional transportation and mass transit systems
2. management and amendment of the urban growth boundary
3. protection of lands outside the urban growth boundary for natural resource, future urban or other uses
4. housing densities
5. urban design and settlement patterns
6. parks, open spaces and recreational facilities
7. water sources and storage
8. coordination, to the extent feasible, of Metro growth management and land use planning policies with those of Clark County, Washington
9. planning responsibilities mandated by state law
