The Metro Solid Waste Advisory Committee develops policy options for the Metro Council that reduce the amount and toxicity of waste generated and disposed by the region, and enhance the effectiveness and sustainability of the region's solid waste system.

SWAC has 13 members, drawn from local governments, the solid waste industry, the Oregon Department of Environmental Quality, a non-governmental organization with a sustainability focus, and Metro.
