Carl Hosticka represents District 3, which includes portions of Washington and Clackamas counties and the cities of Beaverton, Durham, King City, Sherwood, Tigard, Tualatin and Wilsonville.

Carl Hosticka was elected to the Metro Council in 2000, and re-elected in 2004 for a second term.

Responsibilities

Hosticka serves as the lead councilor for Metro's Performance-Based Growth Management project, with the goal of ensuring that growth management decisions are consistent with and reinforce the region's aspirations for compact development and urban revitalization. Future growth management decisions under this structure would be tied to efficient development in centers, corridors and employment areas. This is part of Metro's work to create vibrant communities.

In addition, he serves as the Metro representative on the I-5 to Highway 99W Connector Project Steering Committee and council liaison for Metro's legislative work.

During 2006, Hosticka served as the deputy president and council spokesperson for the Metro Policy Advisory Committee. Other recent responsibilities included council liaison to the Highway 217 Policy Advisory Committee, lead councilor for the Nature in Neighborhoods initiative and chair of the Water Resources Policy Advisory Committee. In 2002, he served as the Metro Council Presiding Officer.

Work and community experience

As a state representative from Lane County from 1983–94, Hosticka provided legislative leadership on a variety of issues including school funding, transportation, natural resources and government efficiency. He chaired the House committees on Water Policy and Revenue and School Finance and served as Oregon House Majority Leader.

Prior to being elected to the Metro Council, Hosticka served on a number of advisory committees at regional and federal levels as well as locally. He chaired the Metro Traffic Relief Options Study Committee and the South-North Light Rail Expert Review Panel. He has served on the Bureau of Land Management Advisory Committee and on the Lane County Budget Committee.

Hosticka is a professor of public policy at the University of Oregon in Eugene. Previously, he worked as a lecturer-in-law at the State University of New York and in the Peace Corps in Nepal and India. Hosticka earned a bachelor of arts degree from Brown University and a Ph.D. from the Massachusetts Institute of Technology.

An avid sailor, he holds a Coast Guard license to operate vessels up to 100 tons.
