The Natural Areas Program Performance Oversight Committee released its third report in September 2011, evaluating Metro's progress in implementing the voter-approved 2006 natural areas bond measure. The report says Metro is investing the public's money responsibly and achieving major milestones, such as surpassing the halfway mark toward a goal of protecting about 4,000 acres. The report also recommends ways to fine-tune Metro's work.

Committee members span the region – and the finance, auditing, accounting, real estate, banking, grant making and law fields. Chaired by Linda Craig, a Certified Public Accountant who has been active with the Audubon Society, the 21-member committee is charged with providing the Metro Council and the people of the region with an independent, outside review of the program to help Metro achieve the best results for clean water, fish and wildlife, and future generations.

Members have been asked to share their professional expertise to ensure that bond measure expenditures are effective and efficient. Specifically, the committee has been reviewing the program's overall performance for natural area acquisitions, the administration of local park projects funded by the measure and the review process for Nature in Neighborhoods capital grants. This year, the committee focused on performance measures, "stabilization" work to protect a property's natural resources, atypical purchases that require Metro Council approval and administrative costs.

Committee activity

The Natural Areas Program Performance Oversight Committee has met several times a year since the Metro Council first appointed members in 2007. Members specialize in specific areas of the program so they can immerse themselves and make meaningful recommendations. Their suggestions helped shape the Nature in Neighborhoods capital grants program and develop performance measures for regional natural area acquisitions.Download the committee's 2010 report.
