Reserves Steering Committee

The committee, co-led by Metro and Clackamas, Multnomah and Washington counties, provided guidance on the study of potential urban and rural reserves and advised the Metro Council and county commissions on the formal designations of these areas.
To assist with the study and development of urban and rural reserves, a regional Reserves Steering Committee was formed consisting of officials from local cities, counties and Metro, representatives of various business sectors including agriculture, as well as environmental conservation, and social and economic equity organizations. The Reserves Steering Committee met once a month starting in January 2008 and held its final meeting Oct. 14, 2009.
Urban and rural reserves were formally designated through agreements between the Metro Council and Clackamas, Multnomah and Washington county commissions. Therefore, the representatives of the Metro Council and the three counties were the only voting members of the Reserves Steering Committee. These four representatives, called the Core 4, who co-chaired the Reserves Steering Committee, are:
- Metro Councilor Kathryn Harrington
- Clackamas County Commissioner Charlotte Lehan
- Multnomah County Commissioner Jeff Cogen
- Washington County Chair Tom Brian
The steering committee also had seats for representatives from the two largest cites in each county, as well as one seat apiece representing the smaller cities of each county. There was one representative for the neighboring cities outside Metro's urban growth boundary. The city representatives were:

- Beaverton: Dennis Doyle, Mayor (Steven Sparks, Interim Community Development Director, alternate)

- Lake Oswego: Jack Hoffman, Mayor (Donna Jordan, Councilor, alternate)
- Oregon City: Alice Norris, Mayor (James Nicita, Commissioner, alternate)
- Clackamas County's other cities: Tim Knapp, Wilsonville Mayor (Teri Cummings, West Linn City Councilor, alternate)
- Multnomah County's other cities: David Fuller, Wood Village Mayor (Julie Odell, Wood Village staff, alternate)
- Washington County's other cities: Chris Barhyte, Tualatin City Councilor (Richard Kidd, Forest Grove Mayor, alternate)
- Neighboring cities: Kathy Figley, Woodburn Mayor (Melody Thompson, Canby Mayor, alternate)
In addition, the representatives of various non-governmental stakeholder groups included:
