The Regional Transportation Safety Plan describes urban safety conditions in the region, provides policy context and recommends actions that can help reduce serious crashes.
Since 2009, the region has set aside dedicated funding from Metro’s Regional Flexible Fund program to support implementation of the Regional TSMO Plan. With participation from regional partners, the funds have been allocated to a collection of regional and corridor projects that lead to a better managed transportation system including traffic signal system enhancements, traveler information systems, and performance monitoring.
The Multimodal Arterial Performance Management Regional Concept of Transportation Operations (RCTO) provides regional guidance for collecting automated multimodal performance data on arterial roadways. With the 2012 passage of the Moving Ahead for Progress in the 21st Century Act
(MAP-21), relying on performance measures to guide transportation investment decisions has gain momentum on a national scale. The RCTO provides a “how to” guide for using existing transportation technology to automated the collection of travel data on arterial roadways to provide valuable information for managing system performance and investments.
The Regional Intelligent Transportation Systems (ITS) Architecture is a framework for integration of transportation technologies in the Portland metropolitan region. The architecture has been developed through a cooperative effort by TransPort, a consortium of the region’s transportation agencies. The architecture represents a collective vision of how each agency’s system will work together in the future, sharing information and resources to achieve a safer, more efficient, and more effective transportation system.
The Regional ITS Architecture provides a framework for ITS planning that promotes interoperability and communication across jurisdictional boundaries. Projects developed under a regional framework extend the usefulness of any single project by making information easily accessible for operators and users of the system. Portland’s Regional ITS Architecture was originally developed in 2001 to meet the federal architecture requirements and updated in 2005. The next update is schedule for 2014.

After the morning workshop, staff from across the region involved in transportation system management and operations participated in a workshop to help identify actions needed to improve efforts. The findings can be used as the basis for a regional action plan.
Prepared by staff at Metro and the City of Portland with contributions by transportation planners and traffic managers in the public and private sectors, as well as Portland State University's Center for Transportation Studies, this brief but enlightening report shows that the region has the power to control congestion before it becomes gridlock. Dozens of Intelligent Transportation Systems projects have been implemented around the Portland metropolitan area, many of them involving multi-agency coordination.
