Metro and Measure 49

In November 2004, Oregon voters approved Ballot Measure 37 which required that governments pay owners, or waive enforcement by repealing, changing or not applying restrictions, when certain land use restrictions reduce owners' property value. In November 2007, Oregon voters approved Ballot Measure 49 which amended Measure 37 to include only those restrictions that limit residential uses of property or that restrict farming or forest practices.

Metro seeks to implement Measure 49 faithfully and in concert with its other responsibilities, including its Charter mandate to protect the environment and livability of the region for current and future generations. The Metro Council has adopted processes for treatment of claims for compensation submitted to Metro under Measure 49. This website provides further information on how to file a claim and Metro's process for consideration of claims. Staff reports and Metro Council decisions are also available through this site.
